About the role
The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking a Public Finance Management Expert to provide technical support to the Government of Mongolia. The consultant will help assess, strengthen and institutionalise national readiness for resilient recovery and the implementation of the "Build Back Better" agenda under the Sendai Framework.
Key responsibilities
- Conduct technical assessments of public finance systems related to disaster recovery and reconstruction.
- Support the development of policies, guidelines and institutional mechanisms that embed "Build Back Better" principles.
- Provide capacity‑building advice to government officials, ministries and local authorities.
- Facilitate coordination among UNDRR, the International Recovery Platform and national stakeholders.
- Prepare and deliver deliverable 4.2.1 for the UNDRR Work Programme 2026‑2027.
Required profile
- Proven experience in public finance management, budgeting and fiscal policy, preferably in a disaster‑risk context.
- Familiarity with the Sendai Framework for Disaster Risk Reduction and its implementation.
- Experience working with government agencies and international organisations.
- Ability to work on‑site in Mongolia for the duration of the assignment.
