About the role
UNDRR is seeking a Public Finance Management Expert to support the Kyrgyz Republic in strengthening its public finance systems for resilient recovery and “build back better” initiatives. The consultant will work under the International Recovery Platform framework to enhance national capacities for disaster‑related financing.
Key responsibilities
- Provide technical assistance to government agencies in assessing and improving public finance management for disaster recovery.
- Develop and institutionalize tools, guidelines and procedures that align with the Sendai Framework Priority 4.
- Support the design of financing strategies, budgeting processes and fiscal policies that enable effective reconstruction.
- Facilitate coordination among UNDRR, international financial institutions and national stakeholders.
- Prepare analytical reports and deliverables for UNDRR’s Work Programme 2026‑2027 (Deliverable 4.2.1).
Required profile
- Advanced degree in public finance, economics, development studies or a related field.
- Minimum five years of experience in public finance management, preferably in post‑disaster or development contexts.
- Demonstrated knowledge of the Sendai Framework and “build back better” principles.
- Proven ability to work with government ministries, donors and multilateral partners.
