Procurement Officer

About the role

The United Nations Mission for the Referendum in Western Sahara (MINURSO) is seeking a Procurement Officer to join its team in Laayoune. Reporting to the Chief Procurement Officer, you will manage complex procurement and contractual activities for a wide range of services and commodities worldwide.

Key responsibilities

• Plan, develop and manage procurement and contractual aspects of high‑complexity projects, considering local economic conditions.
• Advise the Acquisition Management Unit and requisitioning units on procurement issues throughout the procurement cycle.
• Review procurement requests, ensure technical specifications are appropriate, and seek clarifications when needed.
• Prepare and distribute invitations to tender, conduct bid evaluations, and recommend purchase orders and contract awards.
• Negotiate with senior supplier representatives and approve procurement orders within authorized limits.
• Conduct market research, analyse commodity trends, and identify new technologies and supply sources.
• Oversee contract compliance, recommend amendments, and prepare procurement‑related documents and reports.
• Utilise SAP SRM for workload distribution, RFX, purchasing and contract management, and produce data‑driven insights through visualisation.

Required profile

• Professional knowledge of internationally recognised procurement standards and all phases of international procurement techniques.
• Experience in managing complex procurement projects in an international or multilateral environment.
• Ability to develop innovative solutions to resolve procurement challenges.
