National Consultant – UNSDCF Evaluation Team (UN Mongolia)

About the role
The United Nations is seeking a National Consultant to join the 2023‑2027 Sustainable Development Cooperation Framework (UNSDCF) evaluation team in Mongolia. The consultant will support the design, execution, and reporting of an independent assessment of UN contributions to Mongolia’s development priorities.
Key responsibilities
- Prepare an Inception Report with a preliminary Theory of Change analysis, evaluation design matrix, and detailed work plan.
- Conduct interviews and field visits, collect data, and draft preliminary findings in both English and Mongolian.
- Produce a draft and final evaluation report, including summary performance ratings, infographics, and PowerPoint presentations for stakeholder dissemination.
- Incorporate up to three rounds of revisions based on feedback from the Evaluation Manager and key stakeholders.
Required profile
- Relevant experience in development evaluation, preferably within UN or multilateral contexts.
- Strong understanding of the Sustainable Development Goals and Mongolia’s Vision 2050.
- Excellent written and oral communication skills in English; proficiency in Mongolian is essential.
- Ability to work independently and coordinate with UN agencies and government officials.

- PowerPoint for creating presentation decks and infographics.
