Monitoring, Evaluation and Learning Director

About the role

FHI 360 is seeking a Monitoring, Evaluation and Learning (MEL) Director to lead the MEL function for the MCC Belize Training and Transitioning to Work Activity. Based in Belize, the role will oversee the design, implementation and reporting of the project’s M&E system, ensuring rigorous tracking of results, indicators and impact.

Key responsibilities

• Develop and manage the comprehensive MEL plan for the $125 million, 5‑year education compact.
• Coordinate with sub‑grantees to collect, validate and analyze data on access, retention, learning outcomes, gender and disability inclusion.
• Provide technical guidance and training to M&E staff on quality‑assurance methods.
• Design and conduct operations research to inform program learning, evaluation and strategic planning.
• Produce and disseminate reports, tools, papers and research products for stakeholders.
• Collaborate with program teams and partners to translate MEL findings into actionable improvement plans.

Required profile

• Advanced degree in education, international development, public health, or a related field.
• Extensive experience leading MEL functions in large, multi‑partner development projects.
• Proven ability to work with diverse stakeholders, including government agencies and international donors.
• Strong analytical mindset with experience in data‑driven decision making.
