Country Lead – Health Systems Strengthening (Burundi)

About the role

The Country Lead will drive the design, implementation and monitoring of health‑systems strengthening interventions under the WISH 2 programme in Burundi. Working closely with the Regional Lead, IPPF Country Manager and local partners, the role focuses on improving the policy environment and mobilising domestic investment for sexual and reproductive health and rights (SRHR) and family planning.

Key responsibilities

• Lead the development and execution of a technical assistance (TA) plan that aligns with national policies and promotes local ownership.
• Establish and maintain effective relationships with the Ministry of Public Health, civil society organisations and other SRHR stakeholders.
• Analyse political‑economy dynamics and adapt TA strategies to evolving contexts.
• Identify bottlenecks in the SRHR system and design interventions to unlock financing and policy levers.
• Collaborate with the Country Manager to produce annual workplans, quarterly milestones and log‑frame indicators.
• Prepare TORs, milestone reports and contribute to quarterly programme reporting.

Required profile

• Extensive experience in health‑systems strengthening, preferably in low‑resource settings.
• Proven ability to work with government ministries, NGOs and donor partners.
• Strong understanding of SRHR policy frameworks and domestic financing mechanisms.
• Excellent analytical skills and experience conducting political‑economy assessments.
