About the role

The United Nations Environment Programme seeks a senior legal consultant to provide strategic legal advice on REDD+ mechanisms, environmental and social safeguards, and institutional frameworks in Paraguay. The assignment lasts five months and aims to strengthen the country’s climate‑finance and carbon‑market readiness.

Key responsibilities

• Deliver three high‑level legal products: an updated legal analysis of REDD+ safeguards, a draft regulatory decree for the MADES law, and a legal briefing on carbon‑market standards harmonisation.
• Prepare a detailed work plan, methodology, timeline and stakeholder mapping for the consultancy.
• Engage with UN agencies, Paraguayan government officials, and other stakeholders through meetings and workshops.
• Provide digital deliverables in Word and PDF, including annexes, comparative matrices and draft legislative text.

Required profile

• Advanced degree in law with specialization in environmental, climate or energy law.
• Proven experience drafting legal analyses, regulatory decrees and policy briefs.
• Familiarity with REDD+ safeguards, the Cancun safeguards, and carbon‑market standards.
• Ability to work independently and coordinate with multiple institutional actors.
