TITLE: Roving Safety and Security Officer
TEAM: Roving Rapid Response Team LOCATION: Zamfara with frequent travels (Up to 60%)
GRADE: 4 CONTRACT LENGTH: 1 year (renewable)
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Roving Safety and Security Officer will be part of the Roving Rapid Response team of Save the Children in Nigeria. S/he will be the focal person for timely security assessments and clearance of locations for emergency response. S/he will also ensure that SCI regulations, methods and processes designed to promote the Safety and Security as well as the Occupational Health of staff are adhered by all staff and stakeholders.
The Officer will contribute to the formulation and implementation of Safety and Security Policy/standards/SoPs and other relevant guidelines of SCI aimed at achieving the above for all staff/consultants/visitors/volunteers/vendors/beneficiaries through monitoring/reporting/documentation of safety security health and environment compliance by all staff in the Rapid Response Team.
The Roving S&S Officer has direct reporting line to the Roving Rapid Response Manager and Matrix reporting line to the Head of Safety and Security (HoSS) and the Zamfara Field Lead.

KEY AREAS OF ACCOUNTABILITY:
Safety Security and Environment Assessments
• Assess safety and security threat, risk, and vulnerability and make recommendations to the Head of Safety and Security (HoSS) in consultation with National Safety and Security Coordinator (NSSCo) to reduce staff exposure.
• Undertake safety and security assessments of program areas and potential program areas as requested by Dept of Programme Operations and report on findings and recommend necessary improvements.
• Undertake field missions to the program areas and potential program areas whenever needed and/or as requested DPO.
• Assess Save the Children’s project implementation sites and locations to ensure compliance to safe programming standards
• Provide recommendations to SCI Security leadership on helping staff to improve and better gain acceptance from and improve SCI image among host communities and local stakeholders.
Documentation and Reporting
• Contribute to prepare/maintain/update safety and security management plan (SSMP) in coordination with the HoSS.
• Ensure all SCI staff on the Rapid Response Team understand and comply with incident reporting requirements and procedures. Follow-up as necessary issues related to reported incidents.
• Collect and disseminate incident report data – make sure that the right people are included in the dissemination.
• Submit a security update of their location on a regular basis.
• Carry out vehicle movement safety and security clearance before every official trip/movement, ensuring that established standards and procedures are followed and documented.
• Ensure and document movement tracking of all SCI vehicles when on official trips/movements.
• Manage and lead on all safety and security communications needs and recommend improvements – technological aspect to make sure that all equipment are working and in good condition such as radio handsets, satellite phones, etc.
• Ensure Occupational Health and Safety Management Systems (OHSMSs) are implemented in all SCI activities in the location of deployment.
• Report all incidents including Near-Miss internally and externally in line with SCI Policy/Standards/SoPs.
• Ensure that SSHE Policy/Standards/SoPs measures and procedures in the programme locations are available and updated periodically or at any point when there is contextual change.
• Maintain a daily Log for HSE compliance in all programme activities in the project.
Safety and Security Awareness Raising
• Facilitate safety and security management training for Rapid Response Team and staff in the Field Offices (FOs) and in project locations.
• Develop/update security briefing materials for new staff and visitors for the FO location as well as share briefing notes for staff deployed for rapid response.
• Provide security orientation/briefing for newly appointed SC staff and FO visitors coming to their location.
• Ensure all staff/consultants/volunteers/beneficiaries of the project are appropriately briefed/inducted and trained on relevant SCI Safety and Security measures and HSE measures and controls in every FO/programme location deployed.
Coordination and Representation
• Represent SCI at interagency safety and security forums in the FO location.
• Liaise with sister organizations, government security agencies and community leaders in the process of gathering and verifying safety and security information on a regular basis.
Safeguarding
• Ensure that safeguarding risk assessments are done before clearing any field activity.

QUALIFICATIONS
o A bachelor’s degree or equivalent
o Levels 1,2,3 Certification in HSE from a reputable global organization.
o ICT/Computer literate with experience in the following computer packages; MS word, MS Excel, MS PowerPoint, and MS Access.
EXPERIENCE AND SKILLS
Essential:
• Minimum of 4 years of experience working with International NGOs, UN agencies, and/or local authorities, two of which must be in complex challenging context
• A clear understanding of the philosophy and mode of operation of NGOs
• Experience in liaising with civilian, police and military government authorities, as well as with field level national and international institutions.
• Minimum 3 years’ experience in an HSE compliant organization
• Well organized with ‘people skills’
• Ability and willingness to travel within across Nigeria is essential.
• Demonstrable network of contacts within Nigeria
• Computer literate - Able to use Microsoft office Word, Excel and PowerPoint
• Excellent written and spoken English leading to the ability to produce a high standard of both written and oral work
