Job Description
The International Rescue Committee (IRC) is a global humanitarian aid, relief and development nongovernmental organization. Founded in 1933 at the request of Albert Einstein, the IRC offers emergency aid and long-term assistance to refugees and those displaced by war, persecution or natural disaster. The IRC is currently working in over 40 countries and 22 U.S. cities where it resettles refugees and helps them become self-sufficient. Composed of first responders, humanitarian relief workers, international development experts, health care providers, and educators, the IRC has assisted millions of people around the world since its founding in 1933.
The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014, the IRC moved into Adamawa State in Northeast Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations. The IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri, Monguno and Gwoza of Borno state, Damaturu of Yobe State, Katsina in Katsina State, Gusau in Zamfara State. The IRC works across the arc of crisis, from the acute onset of an emergency to long-term programming across five key outcome areas—safety, health, education, economic wellbeing, and empowerment – supporting affected communities in building resilience. We have worked in close collaboration with the Ministry of Health (MoH), State Primary Health Care Development Agency (BSPHCDA) in conflict affected northeast and northwest Nigeria, and currently support more than half a million people with access to health services across 49 primary health care centers, five hospitals and 26 mobile health clinics.
Job Overview/Summary:
Based in Monguno the RH Midwife is a member of the health team and will be responsible for supporting the implementation of Reproductive Health activities in Monguno including the MISP (Minimum Initial Service Package for RH) under the Broadening Emergency Graduation Effort (BEGE) in Borno project.
Candidate will work to ensure improved quality of the project clinical activities e.g. family planning, maternal and neonatal care, case management of sexually transmitted diseases and the clinical management of sexual assault survivors in the IRC supported health facilities.
The RH Midwife is responsible for the oversight and implementation of Maternal and Neonatal Care, in particular: Basic Emergency Obstetric and Neonatal Care (BEmONC), Antenatal Care and Postnatal Care, Counselling and provision of Family Planning (including long term reversible contraceptives), post abortion care are offered according to MoH Guidelines at the IRC comprehensive women center (CWC) and supported health facilities.
Major Responsibilities:
Supports the provision of ALL clinical services and consultations at maternity sessions of supported MoH facilities and IRC’s comprehensive women centers (CWC).
Support implementation of minimum initial service package (MISP) for SRHR in Monguno.
Provide ante-natal consultations, delivery and after delivery follow up, post-natal consultations, family planning consultations, post-abortion care, clinical management of rape, syndromic management of STI, new-born vaccinations according to MoH/International protocol and liaising with the WPE case management staff to attend to survivors of sexual violence.
Identifies survivors of sexual assault and refers them for registration, counseling and Clinical Care Support the RH and GBV clinic staff with technical advice and provides services in line with the MoH and/ or international best practice guidelines.
Provide counselling on family planning and provide FP commodities according to the client’s informed choice.
Maintain infection prevention and control within and around the facility. Adhere to and practice use of Universal Precautions and proper waste management at all IRC supported health facilities.
Perform instrument processing and sterilization according to protocols.
Performs basic and assisted delivery care.
Performs any needed neonatal and obstetric resuscitation activity.
Ensures timely supported referrals to the nearest Comprehensive Emergency Obstetric Care center.
Provide technical support and guidance to other incentive midwives in assisted deliveries (by vacuum).
Monitor progress against grant work plan; promptly identifying any current or potential delays and recommending solutions to technical issues.
Update facility data board timely.
Prepare Purchase Request forms for program supplies/activities and undertake field procurement as designated and authorized.
Monitor program supply inventory levels; perform monthly spot-checks on program inventory.
Work with and provide timely technical support to IRC’s implementing partners; maintain respectful and constructive relations with partner staff, services providers and patients.
Coordination and Representation:
Candidate will represent the department in meetings on delegation by the Senior Health Officer (Medical Doctor) in Monguno. Coordinate with WPE staff at CWC in Monguno.
Key Working Relationships:
Position reports to: Senior Health Officer - Medical Doctor
Position directly Supervises: Incentive Midwife and RH clinical support staff, and Community Health Volunteers (CHVs)
Qualifications
Education:
Registered Midwife (RM), Bachelor of Nursing Sciences (BNSc)
Valid Practicing license by Nursing and Midwifery Council of Nigeria.
Work Experience:
Minimum of 2 years clinical experience in Midwifery and Nursing care at PHC level (experience working in Monguno an added advantage)
Ability to work with displaced communities with diverse cultural and ethnic backgrounds.
Able to work in a location with basic living conditions and with limited communication options.
Excellent interpersonal skills; culturally and socially sensitive
Fluency in both English and Hausa (Kanuri an added advantage)
