About the project:
The Fleming Fund aims to respond to the global threat of drug-resistant infections, also known as antimicrobial resistance (AMR). The aim of the Fleming Fund’s program of country, regional, and fellowship grants, managed by Mott MacDonald, is to improve the ability of Fleming Fund countries to diagnose drug-resistant bacteria, generate data, and strengthen surveillance to inform policy and practice at national and international levels.
During Phase I, support has been provided to >200 surveillance sites in Africa and Asia. About two-thirds of these have been in the human health sector with the remainder being in animal health, veterinary services, food safety, and environment laboratories. Phase II of the Fleming Fund is set to provide further support to Fleming Fund countries. Investing in similar areas, the program focuses on four outcomes:
• Production of quality AMR/U/C and burden data
• Quality analyses of data
• Sharing analyses and data with decision-makers
• Promoting sustainable investment to counter AMR
About the role:
The AMR Surveillance Advisor will be responsible for supporting the development, integration, and implementation of strategies and systems relevant to the national and subnational AMR, AMS, AMU, and AMC actions, approaches, and strategies, and the overall data management for antimicrobial resistance across levels. The Advisor will develop and conduct interventions with a primary focus on optimizing, monitoring, acquiring, collating, and analyzing AMR data, systems, and tools, and integrating them into the available systems across levels. The AMR Surveillance Advisor will work closely with the digital technology specialist, AMU/AMC Advisor, and Monitoring and Evaluation team to leverage Flemming Fund resources to enhance AMR data management. S/he will be expected to exercise judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results in applying systems thinking and relevant solutions to AMR data-related interventions. The role will ensure that AMR surveillance solutions and systems are developed, and innovations integrated into the national AMR surveillance system are built. S/He will provide technical assistance to AMRCC leaders, partners, health facilities, and other stakeholders on the conduct of AMR surveillance interventions; s/he will work for improvements and broad collaboration across stakeholders, organizations, agencies, and other entities working in this area.
Key Responsibilities:
Provide strategic and technical direction for AMR surveillance interventions and streamline existing AMR surveillance efforts in the country, providing guidance regarding efficiencies and best practices, adapted to the local country context.
Develop and implement strategies to optimize AMR surveillance.
Conduct assessments, analyses, reviews, and audits to assess ways to continually adapt AMR surveillance strategies to address constraints and barriers and improve the AMR situation in the country.
Collaborate with the AMRCC healthcare providers and other relevant stakeholders to support AMR surveillance actions. Provide education and training on AMR surveillance practices and principles for select healthcare system staff and stakeholders.
This list is not exhaustive, the AMR Surveillance Advisor will be expected to carry out other duties as assigned to achieve the outcomes desired by our client and needed by the people the project aims to serve.
