Legal Expert – Energy Efficiency Regulation (6-month contract)

About the role

The Senior Legal Expert will support NEECA for a six‑month period in implementing the NEECA Act 2016. Working full‑time from the NEECA Secretariat in Islamabad, the role involves policy formulation and legal advisory for the energy‑efficiency regulatory framework.

Key responsibilities

• Coordinate the drafting and implementation of institutional by‑laws and regulations for energy‑efficiency measures such as standardisation, laboratory testing, MEPs, labeling, certification and energy audits.
• Collaborate with the World Bank and the legal department to establish Energy Efficiency Tribunals and represent NEECA’s legal position in related proceedings.
• Develop coordination mechanisms with provincial governments for the creation of Provincial Designated Agencies.
• Formulate regulations governing the appointment, renewal and termination of energy‑efficiency auditors and inspectors under Section 7(x)(iii) of the NEECA Act.
• Design rules for energy‑efficiency surcharges and mechanisms for NEECA’s revolving loan fund.
• Prepare para‑legal guidelines to train advocates and raise awareness among manufacturers, traders, retailers, civil‑society organisations and consumers.

Required profile

• Bachelor’s degree in Law (LLB) from a recognised university.
• 8‑10 years of legal experience, with at least 4 years in the energy sector or a related ministry.
• Proven experience in policy formulation and regulatory drafting for the energy sector.
